Glacier Tax Prep state return: how do I file mine?

Glacier Tax Prep stops at the federal return. Three ways to file the state return, what each costs, and which number from your Form 1040-NR each state starts from.

In short

  1. Glacier Tax Prep prepares the federal Form 1040-NR and Form 8843, and its own purchase page says it does not prepare the state tax return (checked October 24, 2026).
  2. A state return after Glacier Tax Prep can be filed three ways: on the state's own forms for free, through Sprintax (a state return only was $59.95 on October 24, 2026), or through F1TaxReturn for California, New York, Illinois or Massachusetts.
  3. New York (IT-203 line 19) and Illinois (IL-1040 line 1) start from the federal adjusted gross income on your Form 1040-NR, line 11a on the 2025 form.
  4. California starts from W-2 box 1 wages (Schedule CA (540NR) line 1a) and taxes wages a tax treaty exempts federally; Massachusetts starts from its own W-2 wages on Form 1-NR/PY line 5 and subtracts treaty-exempt pay on Schedule Y line 4b.
  5. California, Illinois and Massachusetts returns for tax year 2026 are expected to be due Thursday, April 15, 2027, but no state has published its 2027 dates yet.

Glacier Tax Prep prepares the federal Form 1040-NR and Form 8843 for F-1 and J-1 students who are nonresident aliens, and it says it does not prepare the state return. For tax year 2026 (returns filed in 2027), you file the state return another way: by hand, through Sprintax, or through F1TaxReturn in four states.

The guide to US taxes for international students covers the federal return. This page covers what comes after it.

Does Glacier Tax Prep do state tax returns?

Glacier Tax Prep says it prepares only the federal return. Its purchase page reads "GTP does NOT prepare the STATE tax return" (checked October 24, 2026), and Michigan Tech says the same.

On that date it sold codes for tax years 2019 to 2025, not yet for 2026.

Two products called Glacier

Arctic International sells GLACIER, an "Online Nonresident Alien Tax Compliance System", and Glacier Tax Prep, which prepares Forms 1040-NR and 8843. A payroll office that asks for your GLACIER record means the first one. It files no return.

How do I file my state return after Glacier Tax Prep?

You can file it one of three ways: the state's own forms by hand, a Sprintax state return, or F1TaxReturn if you worked in California, New York, Illinois or Massachusetts. All three start after one question: did you work in a state that taxes wages?

If you did not, and you had no other income taxed there, you usually have no state return to file.

Flow chart. Glacier Tax Prep prepares federal Form 1040-NR and Form 8843. Did you work in a state that taxes wages? If no, there is usually no state return to file. After Glacier Tax Prep, the state return is a separate job, and each state starts from its own line.
Three ways to file a state return after Glacier Tax Prep
Route Cost States Good to know
By hand, with the state's own forms Free Any state that taxes wages You copy figures from your Form 1040-NR and W-2 onto the state's forms.
Through Sprintax $59.95 for a state return only Check Sprintax's list From its price list, checked October 24, 2026. You give it a copy of your federal return.
Through F1TaxReturn $30 plus a $2 processing fee per return California, New York, Illinois, Massachusetts One payment covers all its state forms on the return, not a price per state.

Sprintax suits a student who worked in a state F1TaxReturn does not cover. The same list shows "State tax preparation from $49.95", and its state-only guide says a state return "in general" costs $49.95, so read the price at checkout. Sprintax says an international student cannot e-file a state return with it.

F1TaxReturn also prepares the federal Form 1040-NR and Form 8843 for free, so a student there would not need Glacier Tax Prep at all. It does not import a Glacier Tax Prep return, and it does not take income reported on Form 1042-S. It prepares 2026 returns once the final 2026 forms are published.

Which number from my Form 1040-NR does each state start from?

New York and Illinois start from your federal adjusted gross income (AGI), which is line 11a of the 2025 Form 1040-NR. California and Massachusetts start from your W-2 wages instead.

Where each state return starts (line numbers from the 2025 forms)
State Starts from Line Treaty-exempt wages
California W-2 box 1 wages Schedule CA (540NR) line 1a Taxed: added back in column C
New York Federal AGI IT-203 line 19 Stay out, with your federal AGI
Illinois Federal AGI IL-1040 line 1 Stay out; Schedule M lists no addition for them
Massachusetts Massachusetts W-2 wages Form 1-NR/PY line 5 Subtracted on Schedule Y line 4b, if included in line 5

The difference matters if a tax treaty exempts part of your pay. California does not follow federal treaties, so wages left off your federal return are added back. That holds even when your employer applied the treaty and reported the pay on Form 1042-S, not your W-2 (FTB Publication 1031; 540NR booklet). New York's IT-203 instructions and Illinois's IL-1040 instructions start from federal AGI, and Illinois has you attach your Form 1040-NR. Massachusetts subtracts treaty-exempt pay that is included in line 5 (2025 Form 1-NR/PY instructions; Directive 87-4).

California and New York work out your tax as if all your income were taxable there, then keep the in-state share. Illinois and Massachusetts tax only your in-state income and cut your exemption to the in-state share.

Worked example: Wei, F-1 from China, campus job in California

Wei earned $18,000 in 2026 and had no other income. Article 20(c) of the US-China treaty exempts up to $5,000 a year of a Chinese student's pay from federal tax. Wei's employer did not apply the treaty, so all $18,000 is in box 1 of the W-2.

Line Amount
W-2 box 1 wages $18,000
Treaty-exempt wages, kept out of federal AGI $5,000
Federal AGI: $18,000 minus $5,000 $13,000
California starting wages, treaty pay added back $18,000

If Wei had worked in New York instead, IT-203 line 19 would start from the $13,000.

The California guide, the New York guide, the Illinois guide and the Massachusetts guide walk through each return.

Do I need a state return at all?

You usually need one if you earned wages in a state that taxes them and your income is above that state's filing threshold. Some states do not tax wages at all, and each state sets its own threshold; the state income tax guide lists both.

Filing can still pay when you are under the threshold. If the state withheld tax from your pay, a return is how you get it back; Massachusetts's Directive 87-4 says so for treaty-exempt pay. A taxable scholarship can also need a state return. A state can also treat you as its resident while you are a nonresident alien federally; the state guides cover both. If you worked in two states, read two state tax returns.

What to do next

  1. Finish the federal return first. A 2026 Form 1040-NR is due Thursday, April 15, 2027 if you had wages with US tax withheld.
  2. Check each W-2's state boxes to see which states withheld tax or reported wages.
  3. Pick a route from the table above. The comparison of free tax filing options sets the federal choices side by side.
  4. Mail the state return separately from the federal one, to the address in that state's instructions. California, Illinois and Massachusetts returns are expected to be due Thursday, April 15, 2027, and New York's too for a student whose federal return is due that day. No state has published its 2027 dates yet, and other states set their own.

Questions students ask

Does Glacier Tax Prep do state taxes?

Glacier Tax Prep says it does not. Its purchase page reads "GTP does NOT prepare the STATE tax return", and Michigan Tech's tax page says the same. You prepare the state return separately, after the federal one.

Can F1TaxReturn import my Glacier Tax Prep return?

No. F1TaxReturn asks its own questions and prepares Form 1040-NR and Form 8843 for free, so you would answer once there instead of using Glacier Tax Prep. If you already filed with Glacier Tax Prep, the state forms can be done by hand with your 1040-NR beside you.

Can I e-file my state return after Glacier Tax Prep?

Not through Sprintax or F1TaxReturn. Sprintax says an international student cannot e-file a state return with it, and F1TaxReturn prepares paper returns only. Glacier Tax Prep tells users to print, sign and mail the federal return. If you file by hand, the state's instructions say whether it accepts a nonresident return online.

Is the GLACIER my school asked me to fill in the same as Glacier Tax Prep?

Usually not. Arctic International sells both: GLACIER, which it calls an online nonresident alien tax compliance system, and Glacier Tax Prep, which prepares Forms 1040-NR and 8843. A payroll office that asks for your GLACIER record means the first one, and it does not file any return.
